The necessity for a comprehensive approach to the study of poverty in the region, including analysis of the socio-economic situation in the region, the effectiveness of existing institutions, and the status of the environment, is shown. The official approach to the definition of poverty is analyzed and its main problems are shown based on the case study of Tyumen oblast. In order to identify a comprehensive picture of poverty in the region, the indicators that characterize this phenomenon from various viewpoints, viz., monetary, unmet basic needs, lack of human development opportunities, social exclusion, and subjective assessment of poverty, are compared. The conclusion that it is necessary to solve the complex task of simultaneously reducing the levels of social and economic poverty in Tyumen oblast is made. [ABSTRACT FROM AUTHOR] |
