Abstrakt: The article looks at U.S. legislation title VI of the Civil Rights Act of 1964 in the context of the relationship between toxic waste, health hazards and race as of July 1, 2014. It is suggested that the population living near waste facilities and toxic waste sites are predominantly Latino or African-American. Race discrimination and the policy of the Environmental Protection Agency (EPA) are also addressed.
