The article focuses on the creation of the Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC) to administer the Common System of Accounting and Control of Nuclear Material (CSAC). The Quadripartite Agreement and the ABACC are of safeguards' special system that presents as significant example of global nuclear proliferation's regional contribution. It discusses the process of understanding between Argentina and Brazil that led in the creation of ABACC. |
