The structure of a newly layered copper selenium hydrogenoselenite [Cu(HSeO)CuSeCl(HO)] has been solved from single crystal X-ray diffraction data and refined to a final reliability factor R = 0.038. It was found having an orthorhombic space group Pna2, with a = 9.0743(4) Å, b = 7.1753(4) Å, c = 17.7246(9) Å, V = 1154.06(10) Å, and Z = 4. This structure is three-dimensional but it may be described as a bi-dimensional structure made of layers, parallel to the (010) plane, which contain copper atoms and (HSeO) anions. The sheets are interconnected by [CuCl(HO)] groups. The Se and Cu oxidation state was evaluated using bond valence sum calculations. The presence of hydrogenoselenites (νSe-O-H, 1,222 cm) was confirmed by IR and Raman spectra. The dielectric constant at different frequencies and temperatures revealed a phase transition at 383 K.
