The article discusses U.S. state policies established in funding phantom students or those who do not attend schools in districts that receive state financial assistance. The various forms of such funding include declining enrollment protection, small district subsidies and categorical allocations. It cites brief details on the cost of new student enrollment and compensation per teacher. Statistics relating to state education spending in California, Massachusetts and Connecticut are given. |
