The article focuses on the work done by U.S. Republican Joe Shoemaker in the 1970s to change South Platte River in Denver, Colorado from a foul waste dump to a pleasant greenway clean river. He later combined with U.S. Democrat Ken Wright to create a flood hazard reduction agency which is now a part of most of the city councils of various states of the country. Their work expanded to over 600 miles regionally with grants from the Urban Drainage and Flood Control District. |
