Forecasting Human Resources Requirements: A Demand Model.

Abstrakt: Efforts to develop human resources (HR) forecasting models over the past decade have focused on models to project the movement of people through the organization, and on large integrated models which are not always feasible or necessary in smaller organizations. This paper presents the findings of a pilot study which utilized multiple regression demand models to forecast required staffing levels in an electrical utility company based on organizational variables, and to forecast the required mix of categories of employees. Models were developed which demonstrate the feasibility of estimating the total staffing level required, the required level of the largest category of employee (professionals), and the relationship between the required level of managers and the largest category of employee. The demand models in this study were developed under very special situational conditions of stability in both the environment and the workforce, and are based on variables unique to the organization under consideration. In addition, the organization selected for this study is in a mature phase, and thus process technology also is stable--an assumption often made but not always valid in model development. Regression analysis was selected to develop the models in this study, although other techniques for demand forecasts might be more appropriate in less stable environments. [ABSTRACT FROM AUTHOR]
