Abstrakt: The past decade has witnessed a significant rise in the number of client-advocacy organizations. Their role in the social welfare system has made it necessary for social service agencies to establish relationships with them. This paper examines one dimension of this new type of interorganizational relationship, namely, the problems encountered when a nonbureaucmtically structured Canadian Indian organizational establishes a relationship with a traditional government bureaucracy. The paper proceeds from an analysis of a joint social service program conducted by these two organizations to the implications this had for the evolution of the advocacy organization's identity.
