Trade Openness, Infrastructure, and the Wellbeing of Mexico's South.

Abstrakt: The article discusses the effects of infrastructure and trade policies on economic conditions in the Mexican states of Chiapas, Guerrero, and Oaxaca. According to the author, Mexico's infrastructure policies largely excluded the its southern states, leading northern states to become the primary beneficiaries of trade openness and to outperform the south economically. Details on the relationship between access to international markets and the cost of infrastructure investments are presented. It is suggested that Mexico should improve basic infrastructure in the southern states Other topics include the North American Free Trade Agreement (NAFTA), regional inequality, and industrial development.
