Abstrakt: The article examines the business improvement districts (BIDs) in the U.S. and Europe. It defines BIDs which are reportedly described as new forms of urban governance, public private partnerships, private governments, and tools of public policy. It states that BIDs are an established feature of local governance in the U.S. which has spread to Europe. It discusses how BIDs relate to inequality, localisation, and voluntarism. It concludes that European countries has a centralized approach to BIDs.
