Abstrakt: The article compares and contrasts military development in Russia and the Ottoman Empire, with the author consciously avoiding comparisons to the military revolution of Western European nations. Focus is largely given to military institutional change represented by fiscal and bureaucratic developments. The ways in which the militaries mobilized resources and recruited soldiers are largely emphasized. Changing relationships among imperial rulers and elites and their effects on the armed forces are examined as well. Decentralization in the Ottoman Empire and the consolidation of autocratic rule in Russia both influenced the power of each country's military.
