The article presents the speech of Peter Deegan, Michigan State Community Corrections Board Chairman, delivered at the conference sponsored by the Michigan Office of Community Corrections (OCC) and the International Association of Residential and Community Alternatives (IARCA) in May 1995. Deegan addressed the history of present overcrowding in Michigan prison system and its background. He also cited the State Community Correction Board's commitment to fund the local community correction plan. |
