The article reports on conflicts in Dagestan, a semi-autonomous republic of the Russian Federation, between Islamist terrorists and the Russian security forces. An escalation of political violence in the region is analyzed. It is reported that both government and insurgent forces have been guilty of murder, torture, and other forms of violent brutality. The influence of conflict in the neighboring region of Chechnya is noted, and the question of whether Russian national security interests are well served by existing policies is addressed. |
