Abstrakt: The article examines the feasibility of the bill filed by U.S. Senator Edward M. Kennedy that will provide funds for public participation in hearings conducted by federal agencies. It cites the case of the U.S. Federal Trade Commission (FTC), which has shelled out around one million dollars as of March 7, 1977 to finance the needs of witnesses, like travel expenses and attorney's fees, for their participation in public hearings on proposed agency regulations. The bill was endorsed by FTC chairperson Calvin J. Collier.
