This monograph is the latest in a series, which began in the 1960's under the general editorship of S. A. Levitan, devoted to analysing and evaluating manpower, employment and welfare policies in the United States. A hallmark of this series has been their careful evaluation and analysis with respect to contemporary problems. Coupled with succinct presentation this has made many otherwise complex issues accessable to both the specialist and the general reader.
