The criminal justice system is characterized by a fragmentation of effort attributable to the narrow perspectives assumed by the various agencies involved. Self-criticism and introspection, while sometimes painful, serve a useful purpose in illuminating our shortcomings. In addressing the problems of our society we can not merely engage in platitudes or facile explanations. Pressure for rapid social change arises out of the inequities in our society.
