Abstrakt: Chapter 3 of the book "Working With Nature Against Poverty: Development, Resources & the Environment in Eastern Indonesia" is presented. It examines the fiscal impact of special autonomy and decentralization policies on the central government of Papua, Indonesia. It notes that autonomy has given Papua larger budgets and control over its own resources and also created challenges posed by poor infrastructure and corruption.
