In recent decades, a number of countries in Europe and the Americas carried out reforms in electric power engineering aimed at increasing efficiency through competition. However, these reforms have brought not only positive but also negative results. At present, there is no commonly recognized concept of management improvement in this industry, which is traditionally regarded as a natural monopoly. An attempt is made in this article to consider problems of power engineering reform (mainly relative to the Russian conditions) using general theoretical approaches to the issue of monopolism.
