This review is a reflection of the main conclusions and recommendations of the Workshop on Comparative Assessment (CA) in the framework of substitution, and provides a basis for the development of guidance for CA. A total of 61 participants from 17 EPPO countries considered the technical issues that will need to be addressed in the context of CA under the proposed new European Regulation for the placing of plant protection products (PPPs) on the market. Technical recommendations were made, particularly in the areas of efficacy, resistance, minor uses and economic considerations to be taken into account for the development of guidance for CA. To support and facilitate CA, EPPO were assigned to: develop a new Standard to define the general procedures and a scheme for approaching CA; to revise EPPO Standard PP1/213(2) Resistance risk analysis to include decision support for CA and to support the efficacy data requirements through the continuation of the work on extrapolation tables for minor uses.
