Abstrakt:	This article reports on negotiation between Brazil and Cuba to build closer bilateral ties. Brazilian President Luiz Inácio Lula da Silva recently visited Cuba. As part of this effort, Brazil's energy giant Petrobas is signing a contract with Cuban counterpart Cupet to begin deep sea oil exploration off the cost of Cuba.
