Over the past decades, the concept of' security' has evolved significantly in academic and policy discourse Traditionally, discussion of national, international, and collective security focused primarily on military threats to the integrity of states. Since the end of the Cold War, the concept of security has broadened to include non-military threats to states as well as nonmilitary and military threats to groups and individuals. The latter came to be known as ‘human security', a concept with little analytic precision but nevertheless discernible impact on advocacy and policy formulation (see chapter by Dedring in this volume).
