Abstrakt: This is an analysis of organizational response to a macropotitical event-specifically, the institutional shifts in Congress and in the executive following the oil shocks of the 1970s. Presidents tried to aggregate organizational units so as to produce an integrated policy response; Congress allowed jurisdictional claims among several committees and subcommittees. The authors view this two-directional organizational response as contributing to our understanding of energy subgovernments. In particular, the responses of these institutions to the oil shocks identify the type of major change that can potentially challenge subgovernment stability over time. [ABSTRACT FROM AUTHOR]
