This paper summarizes the systematic approach followed by The Scientific and Technical Research Council of Turkey (TUBITAK) for the evaluation and selection of research project proposals grouped into three categories: (1) curiosity driven academic research, and (2) customer driven applied research, both in universities and research institutions, and (3) technological and innovation driven research conducted by private industry.
