Public health approaches to emergency preparedness and response have evolved to become more inclusive of special needs and vulnerable populations. Despites these advances, more effective ways of addressing emergency preparedness for these populations are needed. Ways of defining and identifying special needs and vulnerable populations which require special attention during a disaster will be discussed. Strategies for including them in the emergency preparedness planning process, effective approaches to communication and training of public health response personnel for working with special needs and vulnerable populations will also be addressed.
