Abstrakt: The article focuses on the institutional reforms in the water utility in Oriental Negros, Philippines, and highlights the role of these reforms in the alleviation of poverty, and access to water services. A case study was conducted on the effectiveness of the institutions, and it concluded that the model failed to address concerns of the public goods nature of water. It analyzes the decentralization in the Local Government Code of 1991 on drinking water sector.
