Abstrakt: The article focuses on Juan Velasco Alvarado's government in Peru after 1968. It mentions that during Velasco's regime, an urban-industrial class dominated in Peru. However, their dominance cannot be associated to the actual staging of the 1968 coup and to the manipulation of government. The bourgeoisie had a very limited role in day-to-day policy making but they have the capacity to prevail in the broad struggle of social forces. Moreover, they are sustained by Peru's historical pattern of industrialization. The author concludes that the Velasco government, although benefited the urban-industrialists, cannot be characterized as instrumentally manipulated or controlled by them.
