Abstrakt: The article assesses how the application of interest convergence and a redefinition of public purpose in redevelopment cases can address racial stratifications in domestic and immigration policies in the U.S. and uses the hurricane Katrina disaster to show the effect of such policies on non-white groups. It discusses the ways in which immigration policies have perpetuated a hierarchical race-class based structure. It offers suggestions on encouraging an honest debate about the effect of race and class on policies.
