City Managers, Councilmembers, and Budgets: The Texas Experience.

Abstrakt: The article focuses on the implications of the background attributes of local decision makers to the explanation of local public expenditures in the U.S. According to the author, the contextual variables act as the major constraints on local budgets but has failed to predict the variance in public spending. However, it has been emphasized that having knowledge on the background attributes of the city manager could explain one-fifth of the unexplained variance and knowing the attributes of the councilmembers explains five percent of the residual. In addition, it has been suggested that the condition of the local budgeting need revising in order to fully understand the process of the local budget.
