Abstrakt: The article proposes a narrow interpretation of section 212(c) of the Immigration and Nationality Act enacted by the U.S. Congress in 1952. It reviews the language, legislative history and judicial interpretations of section 212(c) and analyzes the treatment that the section has received in the federal courts. The author concludes that aliens' lawful domicile should be interpreted as beginning when they are admitted for permanent residence and ending when exclusion or deportation proceedings are commenced against them.
