The article focuses on the effort of the U.S. Congress to challenge the supremacy given by the U.S. Constitution to the U.S. president, as represented by the joint hearings of the Congressional committee on the Iran arms sales and Contra diversion. According to the article, the aim of the hearings was to criminalize executive foreign policies carried out without the support of Congress. The revolution in the relations between Congress and U.S. President Ronald Reagan is expected to be legitimized if the objective succeeds. |
