Abstrakt: |
The article focuses on the implications of the aborted decision of bringing the German emperor to trial. The trial of Kaiser, charged by the five victor Powers who was to be judged by a Tribunal made up of representatives of the five accusing Powers. It is stated that there was no source of law which considers the actions of the emperor a criminal act. The Article 227 of the treaty contains the confession that there is no norm which states the presumed crime. |
