Educational achievement can be viewed as one critical factor which may be used in evaluating child health and welfare. The sampling units used in this study were 62 community districts in New York City. The report showed strong evidence of a relationship between general level of reading within the schools and health and welfare characteristics of community districts where the schools were located. Both in 1960 and 1970, school achievement was found to be highly correlated with community measures such as rates of premature births, out-of-wedlock births, prenatal neglect, welfare dependency, and family income. Although the city showed improvement during the 10-year span on some of the indicators, there tended to be relatively little change in the high correlations of many of these variables with school achievement. The schools must be viewed as an integral part of the community, and, in general, school performance in reading tends to reflect the quality of life of the children of that community. |
