Non-Traditional Military Responses to End Wars: Considerations for Policymakers.

Abstrakt: Many in the defence community have decried the increasing role of the military in complex emergencies, claiming that these peacekeeping operations divert the focus of the military from warfighting and lead to decreased unit readiness. Sceptics believe that peace operations tasks should continue to be narrowly construed, with the focus remaining on achieving a safe and secure environment for target populations, relief workers, and peacekeepers. This article argues for an alternative view: that the military can do much within the context of its short-term security mission to have a broader impact on the long-term security of a failed state. However, in order to do so, it contends that the military must look beyond traditional roles to see how it can assist rehabilitation and development in a failed state. Instead of merely helping to stop the violence, the military can and should do more to pave the way for a long-term, stable peace. [ABSTRACT FROM AUTHOR]
