This article reports that the U.S. and several other countries have increasingly adopted trade sanctions as a tool of their general foreign policy during the latter half of the twentieth century. According to the author, this growing use of trade sanctions for reasons unrelated to commercial conduct threatens the essence of the General Agreement on Tariffs and Trade (GATT). The development of non-trade-related economic sanctions and the response by the trading community to this development are examined. |
