Abstrakt: The article assesses racial and ethnic disproportionality in special education at the school district level in the U.S. It states that one of the most useful tools in the research is the risk ratio, which compares one racial or ethnic group's risk of receiving special education and related services to that of all other students. It adds that the risk ratio can be used to calculate disproportionality at both the state and school-district levels, Two modifications to the risk ratio for dealing with difficulties in applying risk ratio was proposed.
