The article discusses the fourth part of the series of lectures dealing with the "Plowden Report" that was published in the journal "Public Administration" in Great Britain. The author of the study discusses the criticism regarding the conduct and competence of management in industry in Great Britain and its unfavorable comparison with the U.S. and part of Western Europe. According to the author, the criticisms appear to be aimed mainly at a purported resistance to change and particularly to change in organization.
