Abstrakt:	The article provides information on the efforts of the American Public Health Association (APHA) to establish sound local health services in the U.S. as well as the development of the Committee on Administrative Practice (CAP). CAP has been devoted to mass surveys which focus on the public health activities and this article discusses the development and results of each survey. A significant event in CAP's existence since 1915 until its termination in 1956 is provided, as well as the information about its members and staffs.
