Abstrakt: This article explores the gap between the demand for dental care as perceived by oral health providers and the actual utilization of dental services by the public. One barrier to the need for dental care is the ability of an individual to pay. A diagram is presented which demonstrates the marginal benefit perceived by oral health providers. It is commonly asserted in medicine that the marginal value line for health interventions has the potential to lie above and to the right of the marginal benefit line. The possible objectives for a dental system are listed.
