Abstrakt: This paper discusses the changes in Information Technology (IT) investment philosophy of both private and public sector companies. Based on the available published material in scholarly journals and magazines, our analysis is focused on the USA and the UK. The paper analyzes the past and current behaviors of business investments in technology and the factors that have prompted companies to change their IT investment patterns. The paper discusses how the success of IT can not be measured with traditional methods of calculating return on investments (ROI) but must be evaluated in other ways. It highlights specific points proving that IT has slowly evolved over the years from an uncontrollable technological change to a strategic management tool that creates and increases competitiveness.
