Abstrakt: The article reports that Israel and the international community will have a difficult task in disarming Hizballah. The group is firmly entrenched in Lebanon and its own government has had no success in convincing it to relinquish its terrorist tactics. Diplomatic efforts to create a cease-fire package include a prisoner exchange, a resolution to the dispute over Shebaa Farms, a cease-fire, deployment of foreign troops into areas of Lebanon and a pull-back of Israeli forces. INSET: "No Light at The End of The Tunnel".
