Salty debate in the Senate.

Abstrakt: The author comments on the Senate debate over the SALT II issue. He asserts that SALT II will reduce America's uncertainties about the evolving Soviet strategic threat by placing ceilings on a whole range of Soviet strategic systems. He asserts that there is danger in overemphasizing the security SALT II and it will not solve the Minuteman vulnerability problem knowing that no politically feasible agreement could solve it without creating untenable verification problems. He suggests issues that will figure heavily in the debate such as the American-Soviet strategic balance and the general American-Soviet relationship.
