Abstrakt: The article reports that state governors and legislators have high expectations for public colleges and universities. Several expectations for colleges and universities include improving the quality of education at a lower cost, encouraging students to take more risks and increasing the participation of minority students. Executive director of the State Higher Education Executive Officers Association James R. Mingle explains why governors are pressuring higher-education institutions.
