Abstrakt: The article discusses the statement of Secretary of State Dean Acheson for the control of atomic energy to prevent its use for war purposes and the proposal of Bernard Baruch which is presented to the United Nations Atomic Energy Commission for the consideration of Acheson's statement as the basis of a treaty between Soviet Union and the U.S. Soviet Union otherwise proposed the conventional type of the renunciation of the use of an armament making no suggestion for an effectives means of control. The representatives of Soviet expressed their unwillingness to accept the limitations on sovereignty stated in the proposal, that they had no intentions of giving up their effective weapons except on the basis of control that would prevent other nations from producing these weapons.
