The article focuses on the significance of a planned civilian defense. Having an advance planning effort can well be credited with preventing complete disaster when the enemy strike. In the event of war, civil defense preparation could reduce the number of casualties. An efficient civilian defense planning serves as a deciding factor in the ability of a country to fight back, and on the difference between a serious and fatal attack. The author stresses that the responsibility for creating an efficient, well-prepared Civil Defense Organization rests finally on each community. |
