Abstrakt: The article reports on a study to determine whether individualization, which is considered a process of social change, reduces the public's willingness to pay taxes and public fees. Results indicated that self-expressive orientation is increasing in Hong Kong and this is eroding the public's willingness to pay taxes and public fees. These people are predicted to put pressure on the government to reduce taxes and charges which in turn will reduce welfare expenses, which is consistent with the thesis of individualization.
