The article focuses on Judge Ellen S. James of Superior Court in Contra Costa County, California, who ruled out the plans of Richmond school district to shutdown its schools. The judge ordered the state to assure that students in the Richmond Unified School District are not bereft of six weeks of public education while others within the state are not so deprived. Education finance experts said that the judge's judgment was the first in which a court had ordered a state to support a struggling district. |
