Abstrakt: The article discusses the benefits of measuring the extent of implementation of health promotion programs with reference to the Breast and Cervical Cancer Program in Maryland. Maryland's Department of Health and Mental Hygiene is one of 18 recipients of funding from the Center for Disease Control and Prevention for its BCCP. This 5 year program started in January 1992, with an award of approximately $3 million per year for a state-wide comprehensive breast and cervical cancer screening program. The goals of this program are to increase screening among uninsured and under-insured low-income women, to carry out public and provider education, to assure screening quality, and to implement a state-wide screening surveillance system.
