Abstrakt: The article highlights the Information Technology for European Advancement (ITEA) program, which was formed in 1999 to help European companies compete with U.S. firms in the software arena. The program intended to finance projects that focus on precompetitive applied research into software to help applications inside a cellular phone, personal digital assistants, or automobile operate with each other. Since there was no funding for research to assess the return on investment, the success of ITEA cannot be gauged.
