The article presents information on author's experience in acting as a summer cop in Saint Louis, Missouri. That summer, Saint Louis, in an attempt to solve its parking problem hired college students to conduct survey. He was stationed in a one-hour-parking zone in font of a downtown fruit market. His supervisor then shifted him to the river front. He was needed to patrol from Eads Bridge downstream to the berth of the excursion steamer Admiral. It was a no parking zone and he had little to do. He started to read a book to pass the time. |
