The article focuses on HIV prevention continuum in Minnesota. It also assists other states in strengthening their own HIV prevention evaluation activities. In 1996 Minnesota launched several evaluation activities and began to examine how they could be linked across the HIV prevention continuum. Although each evaluation activity generated its own findings. Minnesota and 64 other health jurisdictions funded by the Centers for Disease Control and Prevention have adopted the community planning approach to planning and implementing HIV prevention programs. Its prime objective in is to strengthen HIV prevention efforts across the nation. The concept behind community planning is the belief that communities affected by the HIV epidemic must be an integral part of the planning in order to respond appropriately and effectively to the HIV epidemic. HIV prevention efforts in Minnesota thus starts with a community planning group. It includes community members, public and nonprofit agency members, and academics, who produce a comprehensive HIV prevention plan that guides the allocation of resources to priority populations and interventions. |
